NATO Considers $100 Billion Fund to Support Ukraine Against Russia

BRUSSELS — In a bold move to secure long-term support for Ukraine, NATO Secretary General Jens Stoltenberg is exploring various options, including the establishment of a $100 billion fund over five years from alliance members, as revealed by three knowledgeable sources.

Described as “future-proofing” by a senior European diplomat familiar with the discussions, the proposed changes aim to make it more difficult for individual NATO members to abruptly alter or disrupt ongoing support for Ukraine.

While the fund may not fully sustain Ukraine’s war efforts against Russia indefinitely, it would provide a crucial base of support amid concerns about potential shifts in U.S. support under a second term for Donald Trump.

Stoltenberg emphasized the need for NATO to enhance its commitment to Ukraine and reduce reliance on voluntary contributions.

During a press briefing before a NATO foreign ministers’ meeting in Brussels, Stoltenberg highlighted the importance of a multi-year program of assistance for Ukraine, focusing on coordinating military equipment and training.

He stressed the necessity of “assured reliable and predictable security assistance” for Ukraine, noting that NATO allies already supply 99% of military support to the country.

While Trump’s allies in Congress have opposed continued support for Ukraine, the former president’s stance on Ukraine policy remains unclear, with indications of reluctance to send additional funding to Kyiv.

Former Trump administration officials suggest that Trump may not immediately withdraw U.S. support for Ukraine but could seek a swift resolution to the conflict through direct negotiations with involved parties.

As part of NATO’s considerations, there is a proposal for NATO to assume leadership of the Pentagon-led Ukraine Contact Defense Group, streamlining weapons deliveries into Ukraine and reducing potential disruptions from a change in U.S. administration.

Additionally, NATO members are urged to establish independent commitments with Ukraine to diversify funding sources and minimize disruptions in support.
